You make a Notorious Rbg Ruth Bader Ginsburg T-Shirt good point but I think you can give Bob Woodward a little more credit here. I believe that, on top of trying to write a good book, he is playing the long game. If you uncover enough wrongdoing to make the book maximally damaging and then release it close to the election, you could significantly reduce the chance that Trump gets reelected. He is smart enough to know that if he released that tape immediately. Likely nothing would change in what the president was going to do/say, so the outcome would be the same.
